1、随着经济全球化进程的飞速发展和信息技术在物流业的广泛应用，以专业化程度高和价格低廉为特点的第三方物流业迅速崛起。这一现象在某种意义上极大地丰富了我国物流业的发展，越来越多的企业趋向于选择第三方物流服务，我国的第三方物流市场也已明显表现出潜力大、增长率高和渐进性强的特征。据专家分析预测，第三方物流服务即将成为二十一世纪物流业发展的主流。同时，物流的运作通常要求服务提供者紧密地以客户的需求为中心,客户所需要的物流服务水平极大地催促着第三方物流企业运作系统的合理化构建。也就是说，不断的加深理解客户的需求、根据市场的变化和客户对物流质量不断提高的要求做出及时、准确的预测和分析成为了物流服务提

2、供者所亟需解决的课题。因此，如何构建更加适合第三方物流企业自身发展的运作系统是当前第三方物流企业所面临的重大问题。本文基于SCM管理基本思想，首先对物流运作系统相关理论进行回顾与研究，主要有两个方面，一方面是对第三方物流企业运作系统的定义和特征加以阐述，另一方面是对现有第三方物流企业运作系统的构成要素加以总结。其次，对当前我国企业第三方物流运作系统中存在的问题、造成问题的原因以及相应的对策进行分析研究，这两部分是本文的重点。并结合实例，介绍了徳邦集团的经营现状，通过SWOT分析来剖析徳邦集团建立的第三方物流运作系统的现实意义。最后，总结提出适合我国第三方物流的发展方向，为国内具有相同
