1、大连理工大学专业学位硕士学位论文摘要本论文运用了经济学原理、输电定价和电力市场理论，在分析了我国现行电力定价模式、我国输电服务定价改革尝试和国外输电电价模式优缺点的基础上，进一步探讨了我国下一步电力市场中输电服务定价改革的战略构想以及建设实施的必要条件。论文在对我国现行电力定价模式及其弊端的分析中，从个别成本定价不能激励企业降低成本、电价没有反映市场需求的变化和电价在电力生产流程的各环节上分配比例不适当三个方面阐述了我国电力行业现行的个别成本加成定价模式的弊端。在对过去几年来我国电力改革实例阐述中，介绍了我国现行输电服务定价

2、改革的尝试，并且重点分析了由于我国仅仅开放了发电侧电力市场，输电环节目前尚未独立是输电价格改革无法深入进行的重要原因。然后，通过对国外几种典型输电定价模式的比较，得出了各国的输电定价方法均有其优点和局限性的分析结果。最后，结合我国输电网规划和发展滞后于电源的建设和发展，输电网存在容量不足和结构不合理的实际情况，提出了对我国未来输电服务定价改革的思考，论述了电能作为特殊商品受政府监管的必要性和监管方法的选择，提出输电价格的两部制结构，分析了输电价格的形成过程。论文最后提出了结论以及论文存在的不足和尚需进一步研究的问题。关键词：
