2、移动技术在地方政府应用的游牧项目，该项目的组织实施及成功案例对利用移动技术提高我国城市管理与服务效率及水平具有很高的参考价值。实施移动政务项目和其他电子政务项目一样，首先应该关注的是与组织战略目标相适应的组织变革，其次是信息流整合，最后才是技术问题。地方政府应超越过分关注互联网门户的传统电子政务模式，高度重视移动技术给城市公共管理与服务带来的机遇和挑战。AbstractWiththeconvergenceofmobilecommunicationandmobilecomputingtechnologies,mobileinter
