1、中文摘要1999年《金融服务现代化法》的颁布被视为美国金融业发展的重大转折点，各金融行业之间的相互渗透为金融市场的进一步繁荣发展提供了广阔空间。在此之前的60余年中，分业经营模式一直主导美国金融市场，并且正是严格分业的模式促成了今天成熟发达的金融体系。回顾分业经营这段历史，不论是对美国金融市场日后发展还是其他不发达国家金融市场的壮大都是不无裨益的。本文首先对银行监管理论进行多角度分析，阐述银行监管的含义和重要性。在此基础之上，对美国长达60年之久的分业经营分业监管历史进行分阶段回顾，不同时期美国金融监管机构针对银行业发展的国内外需要而采取

2、的相对应改革措施。金融发展时代不同，市场的需求和金融创新给金融监管带来持续挑战。通过对银行业危机事件的具体分析，考量美国银行业监管措施在面临危机情形的有效性。法律制度的规范作为银行业监管外力以及特殊的双重监管模式所形成的监管内力在银行业监管的协调过程中也扮演着重要角色。本文说明了美国所采取的分业经营模式在过去60年中对美国银行业的发展起到了不可或缺的作用。作为金融市场发展较为成功的范例，研究美国的银行业监管会对中国的银行业发展起到积极的作用。文章最后从三个方面对美国银行业监管进行总结：银行监管模式、监管手段以及法律制度的保障，得出对于中国
