1、摘要近年来，电信行业的资费套餐越来越多，而且日趋复杂，用户因为对资费套餐理解失误，导致高额话费或停机不能正常使用服务，产生大量投诉。为此有关部门对现行电信资费套餐进行了全面清理，以解决资费套餐数量过多、计算复杂以及在资费宣传时模糊资费构成和使用条件等问题。但是由于资费套餐本身具有一些优点，电信运营商为了细分客户，整合资源，推广新业务等原因必然还会有一些相对比较复杂的资费套锓。因此让用户充分理解资费套餐的规则，选对适合自己的套餐就显得非常重要了。对于已经产生误解的用户，设法找到其产生误解的原因和造成误解之处，并进行有效的补救宣传，避免由此带来的不满意与投诉，以

2、改进服务工作，是一个急待解决的问题。本文创新性地将新一代测验理论一一认知诊断测试应用到用户对资费套餐的业务规则理解中来，以规则空间的Q矩阵理论与状态转换图为工具，对动感地带音乐套餐的语音资费部分做了属性层次关系的划分，并在J2EE平台下开发了一套诊断测试系统，该系统能比较准确的找到用户对资费套餐的认知失误，对其进行针对性的补救措施，减少由此引起的投诉。而且可以根据用户的测试结果，统计出不容易理解的业务规则，给今后的资费案设计工作提供参考。关键词：认知诊断；资费套餐；状态转换图；J2EEAbstractInrecentyears，therearemoreand
