1、摘要随着我国社会主义市场经济体制的逐渐形成，城市集中供热的建设规模越来越大、技术也越来越复杂，这对城市集中供热的管理提出了更多新的要求，而在旧的计划经济体体制下形成并发展的传统供热管理模式，在新的经济环境中存在许多的不足，越来越不符合城市集中供热管理的要求。本文首先详细介绍了国内外城市集中供热发展现状及供热管理经验，由此引出东营市东城集中供热的概况。对东营市东城集中供热管理中存在的问题和产生的原因进行了分析与研究，并提出了改革的对策。由于供热管理体制的不健全、监管乏力、认识不到位等带来了许多的问题：包括集中供热管理组织结构不能满足以后供热的发展；集中供熟投融资模式单一带来了新增供热区域与供热需

2、求的矛盾；集中供热风险管理意识淡薄，认识不到位，一旦风险发生时，将带来不必要的经济损失；供热管理体制和运营模式的落后已经不能适应新形势下集中供热的发展，这就要求必须进行新的管理体制改革。最后，结合东营市东城集中供热实际，提出东营市东城集中供热发展的对策。并对滨州路供热站扩建项目为实证分析，进行了财务经济评价，验证了集中供热发展对策的可行性。本文的研究可以为东营市东城集中供热企业的改革及其在市场经济环境中谋求长期的生存和发展提供有益的借鉴与参考。关键词：集中供热管理；风险意识；管理体制；组织结构模式ResearchontheQuestionsoftheDongyingDongchengDistr
