1、中文摘要中国目前正处于工业化发展中期，随着城市化进程的加速，大量农村劳动力迅速涌向城市。与此同时由于历史原因一直存在的城乡二元体制、户籍政策引发了一系列新的社会矛盾。在农村劳动力完成非农化和城市工业化发展的同时，城市外来劳动力的市民化尚未得到很好解决。‘本研究在前期走访调研、问卷调查和对国内外相关劳动力转移研究综述的基础上，探讨外来农民工从流动到定居城市的主要内容，对303个调研样本数据分析杭州都市圈外来劳动力的公共服务需求。研究劳动力从流动到定居与城市化发展的内在机理，认为解决外来农民工定居问题的主要困难是：大城市中庞大的外来劳动力与有限公共资源的矛盾；小城镇吸引外来劳

2、动力的有限性。从表层上看这是因为都市圈中产业结构趋同问题引起，实际上深层原因是体制问题与地方政府行为的失范。在此基础上，提出杭州都市圈外来农民工定居的思路、具体途径和公共政策，在一定程度上为解决农村劳动力城市化问题提供一个思路和政策研究。关键词：二元体制户籍政策劳动力转移城市化都市圈产业分工产业梯度VAbstractChinaiscurrentlyinthemedium．termofindustrialdevelopment．withtheacceleratedprocessofurbanization，alargenumberofrurallaborforcequick
