2、效评估具备的理论基础和现实条件，可以看到，我国公共部门绩效评估在理论上和实践上也都具有借鉴私营部门绩效评估的可行性。在此基础上，本文提出了进一步改进政府绩效评估体系的建议，即公共部门绩效评估可借鉴私营部门绩效评估的价值导向(如顾客至上观念、成本效益观念)、指标体系(如量化评估标准、以平衡记分卡整合多种评估指标)、过程监控(如引入合理有效的监督和监控机制、以360度评估法整合多元评估主体)、信息管理(如借鉴信息公开和信息高效、发展电子政务建设)。把私营部门绩效评估机制引入我国公共部门绩效评估中，特别是对很多己经取得成功经
