1、内容摘要当前，我国义务教育的均衡发展之所以成为人们关注的焦点，根本原因是在相当长的历史时期内，我国义务教育发展沿着非均衡发展格局演进，并产生了相当多的问题。义务教育是政府向公民提供的一种公共产品，义务教育向均衡教育发展是新时期义务教育发展的方向。文章共分为四部分。首先对义务教育均衡发展进行了综合的理论阐释，明确了教育均衡发展的内涵，义务教育均衡发展的理念，义务教育均衡发展的必要性及现实意义。接着简要分析了我国现阶段所实行的九年制义务教育非均衡发展的态势及其产生的消极影响。在此基础上认为“制度约束”才是导致

2、义务教育非均衡发展的制度性和结构性因素，导致义务教育非均衡发展的制度约束涉及正式制度和非正式制度，并列举了几种影响我国当前义务教育均衡发展的制度约束。最后提出实现义务教育均衡发展的相应对策：实现义务教育均衡发展的关键在政府，政府要切实承担起相应责任：必须逐步淡化和消除有碍义务教育均衡发展的制度壁垒，建立和完善促进义务教育均衡发展的相应制度与机制；新的《义务教育法》是推进义务教育均衡发展的切实制度保障，但应进一步关注其执行是否落到实处。因此，我们既要看到实现义务教育均衡发展的重要性和紧迫性，也要充分估计到其
