3、itationsandfactors.Thereforetheresearchdirectionisfixedaftertheanalysisabove.TheTBNAisseparatedfromTianjiIlduringthecalculationofwaterenvironmentalcapacity.AccordingthecharactersofwaterresourceandwaterenvironmentofTBNA,theessentialrequirementofcalculationofwaterenvironmentismetande
4、xactresultscanbedraggedusingasortofmethodssuchasgeneralizingthepollutiondischargeoutletsandtipvirtualsectionconfiguration.BasedonGinicoefficient,localallocationmodelisestablished.Inlocalmodel,allocationmodelissetupaccordingtoenvironmentalload,usageeffnciencyofnaturesource,fairnessa
5、sprincipleandlong/shorttermenvironmentalcapacityasrestriction.Atthesametime,sixguidelinesarechosentoensurethefairness.Theyarepopulation,area,GDP,situationofwaterpollutionemission,waterconsumptionofcountyandenvironmentalconstructionproportionintotalpayout.Theproposedmodelisappliedfo
6、rtheallocationoftotalwaterenvironmentalcapacityandwaterpollutioninTBNA.Finallythenewtypeindustrycoefficientisexhibited.Undertheobjectofmostincreaseineconomicbenefits,withkindsofrestrictionstheallocationisspecifytoenterprisepollutionsources,thefoundationofthewaterpollutioncontrolinT
