5、sprincipleandlong／shorttermenvironmentalcapacityasrestriction．Atthesametime，sixguidelinesarechosentoensurethefairness．Theyarepopulation,area，GDP,situationofwaterpollutionemission,waterconsumptionofcountyandenvironmentalconstructionproportionintotalpayout．Theproposedmodelisappliedfo

6、rtheallocationoftotalwaterenvironmentalcapacityandwaterpollutioninTBNA．Finallythenewtypeindustrycoefficientisexhibited．Undertheobjectofmostincreaseineconomicbenefits，withkindsofrestrictionstheallocationisspecifytoenterprisepollutionsources，thefoundationofthewaterpollutioncontrolinT
