1、摘要当前网络舆论监督在强化社会监督、有效遏制腐败及维护公众的合法权益的同时也陷入了现实的困境，主要的问题包括网民及相关团体组织的行为失范和政府监管力度不均两个方面。网络社会中非理性的网民、受利益驱使的商业网站，加之政府官员对网络舆论监督的漠视、相关制度的缺位使得问题日趋严重。这些问题的出现不仅是因为权利与权力之间存在冲突，还与相关制度、“数字鸿沟”的存在及社会文化、心理因素息息相关。针对网络舆论监督中暴露的问题，我们要在保障公民合法权益的同时净化网络社会、规范网络舆论监督。政府应适度加强政府监督，防止别有用心者，如适时实

2、行网络实名制、设立“网络新闻发言人”制度以及健全网络举报和受理机制。其次，大力开展相关网络舆论监督的思想道德教育、加强网络舆论监督的法制建设。第三，提高互联网的接入率、建立有效的防火墙以加速信息化进程及网络安全，缩小或消除数字鸿沟。除此，注重对传统文化的转化与传承，通过优化领导结构和廉政文化的培养促进官本位思想向民本位思想转化，对网络文化加以正确的引导以促进网络舆论监督的健康发展。关键字：网络舆论监督；行为失范：政府监管AbstractAlthoughthecurrentnetworksupervisionofpubli
