1、AbstractInrecentyears，theemerginginvestment&guarantyindustryinHenanprovinceisdevelopingrapidly,andallkindsofinvestment＆guarantyagencieshavemushroomedallaround．Dependedonthethrivingforceofthehugefinancingneedsofsmallandmedium—sizedenterprises，andallkindsofl

2、evelspositivepolicysupportsfromthegovernmentandurgentcravesofmanyfolksforcapitalprofits，therisingnon-bankfinancialindustryisbooming．Inlongterm．manysmallandmedium-sizedenterprisesarehardtoadapttostandardizedwaysofthecapitalsupplybycommercialbanksinthemodemf

3、inancialsystem，becausetheyownsomeshortcomingsthemselves．Thefinancingdifficultiescometobeahugeobstaclewhichinfluencesonthesurvivalandthedevelopmentofsmallandmedium—sizedenterprises．Since2008，thefinancialcrisisfurtherhighlightssmallandmedium—sizedenterprises

4、’financingdifficultiesstubbornillness．T0talenterprisesaccountedformorethan90％ofsmallandmedium．sizedenterpriseiSthemainforceofournationaleconomy,whichcreatemorethanhalfoftheGDPforcommunityandprovidemillionsofjobsforpeopleayear．Therefore，smallandmedium-sized

5、enterprisesinanyareasareimportantstrengthtopromotelocaleconomicdevelopment，governmentdepartmentsatalllevelshavesparenoefforttosupportthem．Recently,bythemacroeconomicpolicy,thestockmarket,thepropertymarket，thecoalindustry,andSOoninlandarelimited，domesticinv

6、estmentchannelshasbecomenarrowed．Alotofprivatecapitalflowsaround，andurgentlyseeksbetterinvestmentchannelstomaintainingandappreciatingitsownvalue．Inordertosupportthedevelopmentandthegrowthofsmallandmedium-sizedenterprises，Governmentdepartmentsatalllevelshav

7、eissuedmanypolicieswhichencourageprivatecapitaltojointheinvestment＆guarantyindustry,becauseinvestment&guarantyagenciesactivelysupportsmallandmedium-sizedenterprises’financing．Meanwhile，moreandmoreprivatecapitalareattractedtojoininvestment&guarantyindustryb
