1、设计企业的行业生命周期已经步入成熟期，接下来几年内的通信设计业必然逐步转向衰退期，而整个产业也正在向薄利时代迈进。而未来的通信勘察设计企业，应该是一个低运营成本、掌握核心技术能力，同时具有优质高效的组织运营体系，才能在未来激烈的市场竞争环境下生存及发展壮大，这也是广东设计院的发展方向。在接下来，通过对广东设计院整体概况的描述和SWOT分析，找出其内部存在的问题，制定出新的战略转型目标、原则和思路，并以此为基础，主要从组织架构、制度流程及支撑系统、考核与激励三方面做出具体措施方案，紧密围绕企业转型目标，并补充转型过程中应注意的问题。通过上述的研究，我们可
