2、reliefthevictimsofthedisaster,throughPingTiao,borrowingandrelief,playsaveryimportantsocialsecurityfunction.ButtotheearlyyearsoftherepublicofChina,becauseofwarlordsandfrequentwars,theGranarysystemwasgraduallydestroyed,andexistinginnameonly.AftertheNanjingNationalGovernmentwas
3、establishedin1927,inordertopreventfamine,theauthoritiesissuedseveralorders,attemptedtorevitalizetheGranarysystem.Undertheimpetusofthenationalgovernment,theGranaryhasexperiencedfrom"officergentlemenandtube"to"Officialsandcondominium".It’sbenefittobreaktheofficialabsolutecontr
4、oloftheGranary,andplaythepeople’sroleofsupervision.TheGranaryisstillplayingthetraditionalfunctionoffaminerelief,theNationalGovernmentalsohadtoenlargeGranary’sfunction,toassisttheagriculturalproductionandadjustruralfinancial.ThegovernmentofJiangsuProvinceactivelycomplywiththe
5、nationalgovernmentpolicy,torevitalizetheGranary.BeforeTheWarofResistanceAgainstJapan,theGranaryhasaccumulatedacertainamountofriceandmoney,andmaketheGranaryhasthefunctionofrelievingfamineandothercharityfund.WiththedevelopmentofruralcommodityeconomyofmodernChina,theGranaryisno
6、tcompletelyequaltoadjustthefunctionofruralfinanceandthegraincirculation.TheNationalGovernmenttriedtomaketheGranaryoperatewarehouse’sbusiness,throughthewayofmortgages,makingtheGranaryhasthefunctionofauxiliaryagricultureandfinancingruralfinance.Butforvariousreasons，theNational
