1、摘要自1999年以来，中国政府就一直鼓励中资企业“走出去”。最初的中资企业大多集中于一些全球不发达国家和地区的资源开采项目上。近年来，随着国内经济实力的不断增强，对外投资也被引导到发展中经济体和发达经济体中的更为引人瞩目的项目上。五六年前，中国“走出去”模式基本上围绕着大宗商品，现在开始在一些实行竞标机制的国家承建基础设施项目。中国近些年高速的发展带来了产业的创新，产业创新带来了机遇，而产业转型升级和产业转移等带来了红利。随着“一带一路”战略的实施，中国的一些优质过剩产能将会转移到其他一些国家和地区。本文通过分

2、析笔者所在企业国际化、全球化战略过程中曾经遇到的一些问题，提出症结所在。对于已经发生和即将发生的风险进行分析，探讨和尝试解决问题的办法及手段。同时分析在目前“一带一路”国家战略下的机遇，以及在国家提出转移产能、去库存的倡导下市场的机会。最后拿出具体的、实质性的管控和经营管理模式，对症下药，化解这些潜在可能引起风险的因素，从而提高中资企业在国际化、全球化中的竞争力。关键词：走出去，一带一路，施工总承包万方数据AbstractSince1999，ChinagovernmentencouragesChinaState
