4、Imaybeimperfect.Inthispaper,weproposeusingglobaloptimizationtechniques,undertheframeworkarobustdesignofCRsystems,composedofmultiplePUsandofnetworkutilitymaximization(NUM)(see,e.g.,[7],[8])multiplenoncooperativeSUs,ineitherSISOfrequency-selectiveorcooperativegames(N

5、ashbargainingsolutions)[9],[10].channelsormoregeneralMIMOchannels.WeformulatethedesignoftheSUnetworkasanoncooperativegame,wheretheHowever,recentresultsin[11]haveshownthatNUMprob-SUscompetewitheachotherovertheresourcesmadeavailablelemsareNP-hardunderdifferentchoices
