1、区域产业结构演变对PM2.5排放的影响机理研究　　摘要：以北京为样本，基于三次产业排放数据的研究，对不同层次不同类型结构演变的影响机理进行实证分析，结果表明，区域产业结构演变的减排效应来源于三条路径；一是调整高能耗部门的直接减排效应；二是高技术化的工业结构升级产生的间接技术减排效应；三是以中高技术产业规模增长促使经济增长与排放脱钩，产生的规模减排效应；并基于样本三种情景下的工业结构演变效应，提出工业化进程中，工业结构与排放演变的三阶段模型，而进入后工业化时代的北京，虽在样本分析期，降低资源密集部门比重成为最显著的结构减排因素，并能够有效解释“政策蓝”的出现；但提高高技术部门比重的工业结构演

7、nfluencemechanism　　引言　　2014年7月，被称为“史上最严”的空气污染治理考核“实施细则”出台，以北京为例，2017年14浓度要以2012年为基数下降25%；根据要求，北京采取了退出392家污染企业，全面禁止建设钢铁、水泥等高能耗、高污染项目等工业调整措施，但距减排5%的预期目标还有1%的差距，原因何在？这是当前亟需明确的问题，即以产业结构调整且以工业结构调整为重点的减排措施对减排能否有效？得出此答案
