7、atedfertilization,increasetheuseoforganicfertilizers,strengthenthepurchaseofagriculturalplasticfilms,subsidizefarmersforbuyingdegradableplasticfilms,vigorouslypromotewater-savingprojectsandusepoliciestosupportwater-savingproductionandtechnology.今年，九三学社中央提出的《关于加

8、强绿色农业发展的建议》成为两会“一号提案”。该提案中指出，我国农业发展模式粗放，污染日趋严重，全国耕地重金属污染面积在16%以上，大城市、工矿区周边污染情况更为糟糕。提案同时强调，中国耕地面积仅占全世界的7%,却施用了全世界40%左右的化肥与农药。因此，发展绿色农业已刻不容缓，以确保农业生产和餐桌安全。九三学社中央做了深入的调研并指出，中国大部
