1、火灾统计指标体系构建寻求科学的分析方法来发现和认识火灾的发生规律，是火灾科学最重要的研究课题之一。通过火灾统计所获得的火灾信息从宏观层面上反映了火灾的规律与特点，是制定防火措施、灭火预案、消防站规划、消防器材装备配备等消防工作决策的依据。本文在研究现行火灾统计管理系统及其指标的基础上，分析了国内外火灾统计的现状，探讨了我国现行火灾统计分析指标存在的问题以及火灾统计描述指标所存在的问题。并进一步提出了构建火灾统计指标体系的构建原则、基本程序和基本框架设计，并结合火灾科学研究对火灾统计信息的需求，探讨了火灾统计具体指标的设置，同时提出了完善火灾统计指标体系的对策构想：火灾统计指标的规范化和标准化；
