4、emandbusinessmanagement,formulatenationsloverallplanofvideoondemandbusiness,determinetheamountofvideoondemandsetupinstitutions,layout.Thelocalbroadcastingandtelevisionadministrationatorabovethecountylevelshallberesponsibleforthemanagementofthevideobroadcasti
5、ngbusinessinthedistrict・Article4thestatepracticesalicensingsystemforvideo.Withoutpermission,noinstitutionorpersonmayopenthevideo.Foreignowned,sino-foreignjointventureandchinese-foreigncooperationinstitutionsshallbeprohibitedfromapplyingforthevideospot,except
