2、新要求。“管理+执行"型的工作体制，重监管轻服务、重结果轻过程，以对最终产品检验为主的监管模式，逐步暴露出检验检疫部门对出口企业生产行为事前的引导、规范，事中的监督、控制，以及事后的评估、反馈等环节存在监管缺位。本文以公共政策理论、公共行政管理理论、公共经济学理论为基础，从政府监管的一般原理出发，对比分析了国内外政府对企业监管的异同点，从中得到启发，从而借鉴国内外已有的管理经验，结合江西出口企业的实际情况，通过对江西柑橘出口企业检验检疫监管实证分析，提出了改革江西出口企业检验检疫监管模式的对策。关键词
