3、fsegregationandthechainsofdiscrimination.Onehundredyearslater,theNegrolivesonalonelyislandofpovertyinthemidstofavastoceanofmaterialprosperity.Onehundredyearslater,theNegroisstilllanguishedinthecornersofAmericansocietyandfindshimselfanexileinhisownland.Andsowe'vecomehere
4、todaytodramatizeashamefulcondition.Inasensewe'vecometoournation'scapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromis
5、ethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedthe"unalienableRights"of"Life,LibertyandthepursuitofHappiness."ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,Americahasg
6、iventheNegropeopleabadcheck,acheckwhichhascomebackmarked"insufficientfunds."Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Andso,we'vecometocashthischeck,acheckthatwillgiveusupon
