4、话提纲2011年7月19日上午8：30同志们：今天我们召开县委、县政府半年度经济形势分析会，主要目的是认真分析形势，积极研究对策，采取扎实措施，奋力拼搏，聚力攻坚，全力以赴做好下半年各项工作，确保完成年初确定的各项任务。在此，我简要谈三点意见。一、理性辩证看待半年度经济社会发展形势好的方面，可以概括为三句话，即“开局良好、后劲增强、质量提升”；不好的方面，表现为三句话，即“下行显现（招商引资增幅逐步下降、三产投资增幅下降）、矛盾交织、困难叠加”。1．开局良好，主要表现为“三个快速增长”。一是财政收入持
