1、一、项目必要性分析1、项目研究开发的目的意义方正县地处松花江中游南岸，长白山支脉张广才岭北段西麓，三面环山，一面临水，是以水稻生产为主的农业县份,全省优质水稻的重点产区,全国水稻旱育稀植技术发源地，也是全国中小城市生态环境建设实验区。境内无任何化工、冶炼污染源，森林覆盖率79%，空气清新，地净水清，拥有发展优质稻米生产的优越自然条件。县内农民的水稻种植水平居全国前列。近些年来，我地区从未进行过系统的水田恶性杂草普查或调查，恶性杂草分布、变化情况不清；我县水田化学除草历史长，大面积使用化学成分单一的除草剂，对水田杂草群落的杀灭作用不均衡，导致我地区水稻插秧田杂

2、草的主要群落发生一定的变化，次要杂草和恶性杂草如稻李氏禾、匍茎剪谷颖、眼子菜、雨久花、萤阑等危害日益加重，但可有效防治次要杂草和恶性杂草的除草剂种类极少，防治难度加大，难以制定行之有效的杂草综合防除方案，水田除草带有很大的临时性、盲目性，造成技术人员指导防治时无“章”可循，农民进行防治时也无“章”可循，难于对症下药，难于适时防治，难于保证防治效果，除草剂药害、药效事件时有发生，不仅增加了除草成本，还污染水田的生态环境。这些恶性杂草迅速在水田漫延成为独自强势群落，严重威胁到水稻生产的稳定和发展，如稻李氏禾由于其危害重，防治难，使农民被迫弃耕搬迁，又被稻农称为“
