1、.浅谈新农村合作医疗的利与弊（文献综述）摘要：《人民日报》指出：全面推进农村政治文明和精神文明建设，加强对农村文化卫生事业的建设，促进形成科学、健康、文明的生活方式是十分必要的。社会主义新农村建设，要让广大农民享受到社会主义带来的成果，新农村合作医疗就是一项促进农村和谐发展的重要举措。 新型农村合作医疗是由我国农民自己创造的互助共济的医疗保障制度，在保障农民获得基本卫生服务、缓解农民因病致贫和因病返贫方面发挥了重要的作用。它为世界各国，特别是发展中国家所普遍存在的问题提供了一个范本，不仅在国内受
2、到农民群众的欢迎，而且在国际上得到好评。 新型农村合作医疗，简称“新农合”，是指由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度。采取个人缴费、集体扶持和政府资助的方式筹集资金。由于对新型农村合作医疗的性质认识理解不一，使得对现有的新型农村合作医疗难以定性，导致在实施过程中存在着一系列的矛盾问题，一些优点与弊端的出现成出不穷，影响了新型农村合作医疗的实际效果，因此我们要对新农村合作医疗的要有充分的认识和研究。关键词：新农村合作医疗、性质、利与弊
