2、usterhasbeendevelopingveryquickly,anditismoreimportantforthedevelopmentoftheeconomics．Afewyearsago，asthedevelopmentoftheYangtzeRiverDelta,PearlRiverDeltaandotherregionsinthewayoftheindustrycluster,itbroughtimpressivebenefitsforthelocalareas．Theindustryclusterals

3、obroughtscale，scopeandotherexternaleconomicbenefits；italsoturnsupanewtypeofeconomicmodel—Headquartereconomics，whichisacertaintrendofthedevelopmentoftheindustrycluster．Theexternaleconomiceffectisbroughtupbytheenterpriseheadquarterswhichareclusteredintoonecertaina

4、rea，asthateffectbringsmutualbenefitsforeachenterprises，itbooststhedevelopmentofthecertainareawhichisclusteredbyenterpriseheadquarters．Thedevelopmentoftheheadquartereconomicsappearedin1980s，astheresultofthedevelopmentoftheeconomicglobalizationandtheregionalintegr

5、ation，developedareasandcountriesemergedthephenomenonoftheheadquartereconomics．Inthebeginningoftheyear11I2000，Alcatel，acompanyofFrance，wasthefirsttransnationalcompanywhichestablishedhisheadquarterinChina，andsincethenChinacameoutahugetrendoftheheadquartereconomics

6、．LikeBeijing，Shanghai，Guangzhouandothersmetropolitancity,theybecamethepopularregionsfortheheadquartereconomics．Afterthatperiod，theheadquartereconomicswasseenasafullbrandnewdevelopingmodelwhichWaslargelydevelopinginChina．BeijingasthecapitalcityhasbeensometypicalI

7、ndustrycluster,suchasfinancialstreet，CBDbusinessareaandSOon．AllofthesebroughtmoreimportantinfluenceforthedevelopmentofBeijing．Beijingholdseconomy,policy,cultureandothernativeadvantages，SOitbecomestheplacethatischosenbymanydomesticandabroadenterpriseheadquarters．

8、Forthispoint，thegovernmentofBeijingproposedtherequirementforthedevelopmentoftheheadquartereconomicsinBeijingregioninthebasisofBeijinggeneralplan，andmakesthedevelopmen
