3、..个体行为、保障组织与最低生活保障：理论与实证摘要：关于保障组织，传统的研究多关注于社会保障组织，偏重于政府政策，忽视了对个人行为的塑造。而本文将从个体行为的角度重新界定了保障组织的性质，将物质保障和精神保障融入其中，将组织的行为转换为个人之间的行为。在对保障组织的行为模型的构造中，笔者将行为人的物质和精神生活资料分为两类：第一类是可用货币购买或交换得到的，第二类是只能通过自我服务或人际交往而得到的。据是否生产第一类消费品将保障组织分为两类：互助类和他助类。并根据我国城乡收养性福利机构中的相关数据，给出了一个关于被收养者实际最低生活保障水平的经验推算。关
