3、msareasbelow:Firstofall,whatisthegovernmentconcernedarewhethertheenterprisepollutantdischargedfulfilthedischargestandards,thepolicyisasingle,rigidtargets,thereisnofinalresultsevaluationofthepolicy.Also,therearelittleconsiderationsoftheoperationenvironmentoftheenterprises,whichcausingthepolicyi
4、snotwellimplemented.Secondly,fortheenterprises,economicbenefitsisthelifeofthem,ifthepolicyimplementcostistoohighandarebeyondtheenterprisebearingscope,itwillbedefiedbytheenterprise.Asaresult,itisnecessaryforpolicy-makerstoknowtheeffectstotheelectroplatingcompanies.Inthispaper,ASDmodelisbuiltbas
5、edonsuchfactorsas:metalmaterialsprices,investmentincleannerproductionequipment,productionscale,priceofwater,thereuseefficiency.Ofasingleenterprise,Thesimulationresultsshowthatenterprisesaremostconcernedabouttheimplementationofcleanerproductionandtheextentofthefollowingfactors(thedegreeofinflue

theslopeofthesensitivity)followedby:cleanproductionequipment(3.245),
runningcosts(2.532),wastewateremissions(1.524),metalmaterialprices(1.033),
wastewaterquantity(0.774).Thisarticlepayaspecialattentiontotheeffectthatindustrialwaterpricetothe
waterconsumptionandprofitsof

water-savingpotentialofelectroplatingcompaniescanbeexploredbyraisingprices
