1、07版《标准施工招标文件》下变更识别及应对研究摘要由于建设工程项目的实施具有复杂性、长期性和动态性，任何工程合同都不可能预见和覆盖项目实施过程中所有可能的变化，工程变更便不可避免。工程变更对建设工程项目投资预期目标的成功实现具有非常重要的影响。因此，合理的识别和应对工程变更，对建设项目的工期、质量和成本控制将产生积极的推进作用。文章在文献分析的基础上，对我国工程变更识别与应对的现状进行了系统的梳理。根据07版《标准施工招标文件》有关变更的相关条款，提出了工程变更风险因素的识别与和不同原因产生的工程变更的应对的方法。具体包括工程变更形成的生产因素分析；工程变更的评审指标的

2、介绍及评审系统，以及从设计原因、施工变更和合同变更三方面进行的应对分析。同时，本文还将目前变更管理的经验进行了总结，方便以后对工程变更进行识别与应对。本文采用理论研究与案例分析相结合的方法，运用本文引用的评价方法对变更进行评价并采取相应的应对措施，最终实现针对变更风险的识别并有效处理。关键词：工程变更变更识别评价模型变更应对ResearchontheIdentificationandResponsetoEngineeringVariationUnderStandsOfConstructionBiddingDocument(2007)ABSTRACTTheimplemen
