3、hedtheruralworktoanewhistoricalhighersituation.Manyyears’practicehasprovedthattourismcanstimulatethelocaleconomy.ChinaNationalAdministrationofTourismdesignated“ChineseRuralTourism”asthenationaltouristthemein2006,and“ChineseHarmonyCountryTourismandRuralTourism”in20
4、07,whichhavegreatlypromotedtheruraltourismdevelopmentinChina.Asweknow,mostoftheethnicgroupareasareundeveloped,andtheretherural
problems,theagricultureproblemsandfarmerproblemsareserious.But,theycan
developtheirlocalruraltourism,suchastheirruralscenery,customs,ethn

arts,ethnicoperas,localmedicinesandsoontopromotetheirdevelopmentof
economy.Atfirst,theruraltourismintheethnicgroupareasshouldbeorganized
bythelocalgovernment,andthenoperatedbythelocalautonomousorganization
andthelocalresidents.Butwiththedevelopmentoftourism,the

powerfulpeoplehaveabsolutelyadvantage,thecommunityresidentsandtheother
shareholders’benefitshavelargelybeenignored,andasaresult,thelocalrural
tourismdevelopmentlossesitsmomentum.Atthesametime,thespecialtourist
recoursesintheethnicgroupareaslackrenovatio

whichdirectlyreducethelocalattractionandthreatenthesustainable
developmentofruraltourism.Correctlyrecognizingtheproblemsofruraltourismintheethnicgroupareas;
