1、2009年海峡两岸土地学术研讨会从台湾休耕政策谈农地管理领域:农地利用管理谢祖光11*中國文化大學土地資源學系助理教授，通訊作者。11114臺北市陽明山華岡路55號。e-mail:xzg@faculty.pccu.edu.tw2美國科羅拉多州立大學人力資源研究所研究員。罗婉瑜2摘要:自台湾于2002年加入WTO后，依据农业协议规范，限量开放稻米进口及减少境内农业总支持的百分比；且由于国际农粮市场的供应顺畅，以及大量输入国外粮食，使得台湾农业产值对总体经济产值比重愈来愈低。水稻的栽种面积亦随之减少，农地休耕面积更达22万公顷。因此，农产品价格大幅度的滑落，农民收益减少，已经造成诸多负面

2、的效应。在当今面临到油价与粮价双双上涨的严峻冲击下，休耕政策所产生的土地资源闲置浪费，对于未来的农业发展与土地利用亦再次为社会所重视。国际的贸易自由化偃然已经成为未来不可抑止的趋势。而且，农业在国际贸易中亦扮演着极重要的角色。因此，稻米产业的经营于台湾农业生产结构追求永续发展的目标下，兼顾未来的农业发展与土地利用将成为一个重要的议题。关键词:农地、休耕政策、农业发展、土地利用ADiscussionontheAgriculturalLandManagementinTermsofTaiwan’sFallowPolicyTsu-KuangHsieh1Wan-YuLo2Abstract:Si

3、nceTaiwanhadparticipatedWTOin2002.Accordingtonormofagriculturalagreementtolimitthequantityofopeninguppaddyimportanddecreasethepercentageoftotalsupportingfordomesticagriculture.Duetotheinternationalsmoothlyofagriculturalfoodprovisionandimporthugeamountofinternationalfood,moreover,itmakestheoutpu

4、tvaluedecreasingofagriculturewhichcounterswiththeoutputvalueofmacroeconomic.Thetotalcultivatedareaofpaddyriceisdecreasinggradually,itmakesthefallowareaofagriculturallandhasreached220,000hectares.Therefore,thepriceofagriculturalproductgoesdownwithawidemarginandthereducingoffarmer’sincomehascause

5、dlotsofnegativeeffects.Nowadays,undertheseverelashoffacingoilpriceandfoodpricegoesup,fallowpolicyhascausedtoleaveunusedandwasteoflandresourcesforagriculturaldevelopmentandlandutilizationhavepaidmuchattentionbysocietyinthefuture.Theliberalizationofinternationaltrade,apparently,hasbeenthenon-resi
