2、N14181:2004.ThestandardwasdevelopedprimarilytosatisfytheneedsoftwoEuropeandirectives:TheWasteIncinerationDirective(2000/76/EC)andtheLargeCombustionPlantDirective(2001/80/EC),whichrequirethecalibrationofcontinuousemissionmonitors(describedinEN14181asau

3、tomatedmeasuringsystems—AMSs)toaccurateandknownstandards.However,althoughthisstandardmustbeappliedtocontinuousemissionmonitoringusedonwasteincineratorsandlargecombustionplantcoveredbythesedirectives,itmayalsohaveapplicationstoothertypesofindustrialpla

4、nt,wheretherelevantpartiesagree.Thisstandardincludesthreedifferenttestprocedures:—Aprocedure(QAL2)tocalibratethecontinuousemissionmonitor/AMSfollowingitsinstallation;—Aprocedure(QAL3)tomaintainanddemonstratetheresultsobtainedduringnormaloperationsofth

5、emonitor;—Aprocedure(AST)forannualsurveillancetestsonthesystemtoensurethatitsperformanceremainsaspreviouslydetermined.ItisassumedthatmostoftheworkrequiredintheQAL2andASTprocedureswillbecarriedoutbyatestinglaboratoryexperiencedincarryingouttherequiredt

6、ests,withmeasurementsmadeusingStandardReferenceMethods.Thistestinglaboratorymustalsoberecognizedbytherelevantcompetentauthority.Alternatively,theindustrialplantoperatormaycarryoutthiswork,providedtheyarerecognizedbythecompetentauthority.TheQAL3procedu

7、rewillnormallybecarriedoutbytheindustrialplantoperator.Usersofthisstandardshouldalsobeawarethatithasbeendevelopedtoenableuserstointerprettherequirementsoftheabovetwodirectives,andthatthestatisticscontainedinthestandarddonotfullyconformwiththerequireme
