4、ulcondition.Inasensewehavecometoournation'scapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmen,yes,blackmenaswe
5、llaswhitemen,wouldbeguaranteedtheunalienablerightsoflife,liberty,andthepursuitofhappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheck,acheckwhi
6、chhascomebackmarked"insufficientfunds."Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Andsowehavecometocashthischeck,acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjus
