1、摘要我国的社保信息化第一个工程启动于1999年，2002年开始全面启动金保工程。2007年“社会保障卡”这一概念开始出现江苏省扬州市。到2010年我国许多省市与银行系统结合，如火如荼地推行加载金融功能的“一卡通”，开始着手于实现跨部门的“大社保”信息化建设。截至2013年6月底，全国社保卡累计发放4.02亿张，比2012年底增发6039万张，到11月底已经突破5亿张。根据《国民经济和社会发展第十二个五年规划纲耍》，我国将要在2015年实现全国统一的社会保障卡发放数量达到8亿张，覆盖60%人口。社会保障事业的发展己然成为政府工作的重要工作内容，同时也

2、是人民关注的热点问题之一。因此在这个信息时代中，社保信息化建设，社保管理模式更新，是社保事业发展的必经之路如今，绝大部分省市都幵始对以往的医保卡更新换代成搭载金融功能的社保卡，争取逐步实现社保系统的区域性统一。因此，笔者将首先对我国社会保障信息化管理发展现状和未来发展趋势进行研究。其次，在社保信息化发展的大背景之下入手分析新一代的社会保障卡在円常生活中的运用，及其对我国社会保障信息化管理中的推动作用。然后，从硬件使用和软件的应用两个方面深入剖析社会保障卡的安全性，如：它是如何确保人们在使用社保卡的时候个人隐身不被泄露，财产安全得以保障的。最后，就目
