1、21世纪是一个崭新的世纪，W际贸易跨入了一个新的纪元，经济全球化和一体化进一步发展，一方面国际进出口贸易总额不断增加，另一方面国际贸易结构不断变化。始于2007年的金融危机，加速了全球产业结构的跨W转移和要素的全球配置，各W经济越来越重视“服务型经济”，特别是金融、科技研发、信息文化、人才交流等服务贸易的发展。服务贸易已成为一个国家衡量国际贸易的重要指标，其服务贸易商品增长速度超过了贸易的重要组成部分货物，是众多国家发展对外贸易的重点领域和战略目标。因此现阶段研究我国服务贸易的比较优势，对于提升我国服务贸易竞争力具有重要的现实意义。本文对W际服务贸易比较优势及其决定因素进行了分析。并以此为基础

2、，对我W服务贸易比较优势的现状进行实证探讨：我W在技术含量高、人力资源密集型的服务部门处于明显的劣势。而在传统的技术含量低、人力密集型的服务部门具有比较优势，且优势不明显。而根据研究，比较优势可以通过训练获得，关键是W家发展人力资本，从而实现服务贸易转型。因此将开发人力资源、培养人力资木作为政府一项讼期战略任务；加大投资、重点培育有发展潜力的技术和人力资本密集型服务部门作为目前的首要任务，从而增强中国服务贸易的整体竞争实力。关键词：服务贸易；比较优势；人力资本ABSTRACTThe21stcenturyisanewcentury，theinternationaltradeenteredanew
