2、nChina,especiallyprimary-schoolteacherstrainingmoreorlesshasbeenhinderedbythelackandlagofpolicies,shortageofsupportingpolicies,andpooreffectivenessofpolicies,ary-schoolteachers’professionaldevelopment,andthemaladjustmentofteachingfacultiestothedevelopmentoftheeduc
3、ation.Therefore,thestudyofeducationsystemofprimary-schoolteachersisofgreatpracticalimportance.Thebasicprincipleofthepublicpolicystudyisthetheoreticalbasisoftheresearchonpolicyimplementationofteacherstraining,andthestudyontheprocessandeffectsoftheteacherstrainingpo
4、licyimplementationcanhelpdeepentheunderstandingofthetheoriesofpublicpolicyimplementation.Thus,takingtheChinesebasiceducationreformasthebackground,thepresentdissertationanalyzesthecausesforvariousproblemsexistingintheimplementationoftheprimaryschoolteacherstraining
5、policyandsuggestsmeasuresforimprovement.Thisstudychoosestheactualteachers’trainingpolicyimplementationoftheSJDinShanghaiasthetargetcaseoftheresearch,settingthetimeintheperiodofthe“Tenth-five-yearPlan”.TherearetarksthelaunchingofChinesebasiceducationreformandtheref
6、orethepoliciesissuedinthisperiodisofgreatvaluetoresearch;secondly,establishedin1997,theSJDofShanghaiCityhasnotoverethedualexistenceofurbanandruralstructures,resultinginthedisparitybeticdevelopmentandeducationdevelopmentandcausingdiscrepancybetakeitmeaningfultostud
