2、GeneralProvisions第一条　为了鼓励企业守法自律，提高海关管理效能，保障进出口贸易的安全与便利，根据《中华人民共和国海关法》及其他有关法律、行政法规的规定，制定本办法。Article1ThemeasuresshallinaccordancewiththeCustomsLawofthePeople’sRepublicofChinaandotherrelatedlawsandadministrativeregulationsbeformulatedforthepurposeofmakingenterpriseslaw-abidingan

3、dself-disciplined,raisingthemanagementefficiencyofthecustomsandensuringthesecurityandfacilityofimportandexporttrade.第二条　在海关注册登记的进出口货物收发货人、报关企业的分类管理，适用本办法。Article2Theclassifiedmanagementoftheregistrationofaconsignorsorconsigneesofimportedorexportedgoodsanddeclarationenterprise

4、sinthecustomsshallbesubjecttothemeasures.其他企业的分类管理，由海关总署另行规定。TheclassifiedmanagementofotherenterprisesshallbeseparatelyprovidedbytheGeneralAdministrationofCustoms.第三条　海关根据企业遵守法律、行政法规、海关规章、相关廉政规定和经营管理状况，以及海关监管、统计记录等，设置AA、A、B、C、D五个管理类别，对有关企业进行评估、分类，并对企业的管理类别予以公开。Article3Thecust

6、icationonrelevantenterprisesandmakethemanagementclassificationofenterprisespublic.第四条　海关总署按照守法便利原则，对适用不同管理类别的企业，制订相应的差别管理措施，其中AA类和A类企业适用相应的通关便利措施，B类企业适用常规管理措施，C类和D类企业适用严密监管措施。Article4TheGeneralAdministrationofCustomsshallintheprincipleoflawabidingandfacilityformulatecorrespon
