3、ightofeveryindividualmembertoavoiceandavoteinmakingandexecutingthelaws.Wedeclarethedutyofgovernmenttobetosecurethepeopleintheenjoymentoftheirunchallengeableright.Wethrowtothewindsthebeliefthatgovernmentcangiveright.  ‘Allmenarecreatedequal,andgiftedbytheirCrea

4、torwithcertainundeniablerights.Amongthesearelife,liberty,andthepursuitofhappiness.Tosecurethese,governmentsareestablish    edamongmen,gainingtheirjustpowersfromtheagreementofthegoverned.’  Hereisnoshadowofgovernmentauthorityoverrights,orexclusionofanyclassfrom

5、theirfullandequalenjoyment.Hereispronouncedtherightofallmen,and‘therefore,’astheQuakerministersaid,‘ofallwomen,’toavoiceinthegovernment.Andhere,inthisfirstparagraphoftheDeclaration,isthedeclarationofthenaturalrightofalltothevote;forhowcan‘theagreementofthegove
