1、华中科技大学硕士学位论文摘要随着我国的社会主义市场经济向纵深发展，城乡差别问题越来越突出。于是，学术界对城乡一体化建设表示强烈的关注，并取得了许多阶段性研究成果，但城乡一体化在我国仍处于试点和萌芽阶段，所以理论和实践仍然存在较大差距。济源市于2005年成为河南省城乡一体化试点地区，在制度协调城乡一体化建设上取得了很多成绩，但是在一定程度上看，济源市在城乡统筹规划的政策支撑、城乡经济的协调、城乡基础设施的协调建设、社会事业、农民就业、产业结构等方面依然问题突出。针对济源城乡一体化建设存在的问题，本文认为

2、应该注意：强化城乡一体化的政策支撑，加快农村产业结构的调整，统筹城乡劳动和社会保障，加强农村基础设施建设，加快农村社会事业的发展，解决好农民的就业问题，加快小城镇建设，等。接着文章进一步指出，进行城乡一体化建设必须注意：工作的阶段性，合理调节劳动力的流动和产业的转移，制度创新和中间制度安排，尤其是土地制度的严格管理和创新，等问题。总之，政府应该充分重视发挥在城乡一体化建设的调控作用，继续加强城乡一体化建设的改革力度，以调整产业结构为基础，循序渐进的开展城乡一体化建设的工作。关键词：统筹，城乡发展，城乡
