2、pervisor：Prof.ZhangShengzhongChang’anUniversity,Xi’an,China摘要随着市场经济的发展和政府职能市场化理念的转变，国家在城镇信息化建设过程中，社区已在逐步发挥着越来越重要的基础作用，国家的信息化建设也已逐步跨入到社区的信息化和智能化阶段。目前，我国社区信息化建设已经步入到了一个高速发展阶段，“智慧社区、智能社区”等各种新型社区概念快速崛起，然而由于社区自身发展的局限性和社会职能的专业性，及对网络信息技术需求的特殊性，在我国城镇社区信息化建设项目实际推广和实践中，社区信息化项目执行和项目融资等一系列问题仍急需加以研究解决

3、。本文从现代项目管理基本理论出发，深入地剖析了我国社区信息化项目在建设过程中存在基本问题，并构建了一套完善的社区信息化建设项目管理体系。研究发现，在市场经济条件下，BOT项目融资模式更适合于我国当前城镇的社区信息化项目融资管理，在各种现代组织管理模式下，矩阵项目组织最适合于社区信息化项目建设的管理；PDCA循环管理更适合社区信息化项目建设过程中项目质量的跟踪管理和质量管控；采用6S现场管理工具手段，可有效改善和治理现场办公环境，为项目成功实施提供保障。最后，根据本文所构建的社区信息化建设项目管理体系的应用研究，结合红化社区信息化建设项目的管理实践，一定程度上验证了研究成果
