3、rCountriesoftheAssociationofSoutheastAsianNations(collectively,“ASEAN”or“ASEANMemberCountries”,orindividually,“ASEANMemberCountry”),RECALLINGtheFrameworkAgreementonComprehensiveEconomicCo-operation(“theFrameworkAgreement”)betweenChinaandASEAN(collectively,“theParties”,orindividuallyrefer
4、ringtoanASEANMemberCountryortoChinaasa“Party”)signedbytheHeadsofGovernment/StateofChinaandASEANMemberCountriesinPhnomPenhonthe4thdayofNovember2002;RECALLINGArticles4and8(3)oftheFrameworkAgreementonconclusionasexpeditiouslyaspossibleofthenegotiationsoftheagreementontradeinservicessoastopr
5、ogressivelyliberaliseandeliminatesubstantiallyalldiscriminationand/orprohibitionofnewormorediscriminatorymeasureswithrespecttotradeinservicesbetweentheParties,andtoexpandthedepthandscopeofsuchtradewithsubstantialsectoralcoveragebeyondthoseundertakenbyChinaandtheASEANMemberCountriesundert
6、heWorldTradeOrganisation(“WTO”)GeneralAgreementonTradeinServices;STRIVINGtoenhanceco-operationinservicesbetweenthePartiesinordertoimproveefficiencyandcompetitiveness,aswellastodiversifythesupplyanddistributionofservicesoftherespectiveservicesuppliersoftheParties,forimplementationinaccord
7、ancewiththetimeframestobemutuallyagreedbythePartiestotheFrameworkAgreementtakingintoaccountthesensitivesectorsoftheParties,andwithspecialanddifferentialtreatmentandflexibilityforthenewerASEANMemberCountriesofCambodia,LaoPDR,MyanmarandVietNam;RECOGNISINGtherightofthePartie
