7、应用的需要。为了全面规范行政事业单位国有资产管理工作，维护国有资产的安全和完整，合理配置国有资产，提高国有资产使用效益，保障行政事业单位履行社会职能，财政部于2006年7月1日起正式向全国各级行政事业单位颁布了《行政单位国有资产管理暂行办法》和《事业单位国有资产管理暂行办法》。2007年财政部结合两个《办法》，面对行政事业单位资产管理广泛需求，研发并推出了《行政事业单位资产管理信息系统》。根据财政部门、主管部门及行政事业单位对国有资产管理需求和管理重点的不同，系统划分为“财政及主管部门版”和“单位版”，全面满足对国有资产动态监管和日常管理
