2、发的《关于调整建筑安装工程费用项目组成的若干规定》精神，在我部水规(1991)43号文及水建(1994)284号文基础上修订的。它是编制和审批水利水电工程可行性研究投资估算和初步设计概算的依据，也是编制工程标底的指导性标准。　　二、本标准适用于中央投资或地方投资中央补助的大型水利水电工程。　　三、本标准的管理和解释单位为水利部建设司。　　四、各省、自治区、直辖市水利(水电)厅(局)，可参照本标准，另行制订适合本地区中小型水利水电工程的费用标准。第二章　费用构成　　一、水利水电工程建设项目费用，由建筑工程费、安装工程费、设备费、临时工程费、其
