2、office."Idonotconsideritnecessaryatpresentformetodiscussthosemattersofadministrationaboutwhichthereisnospecialanxietyorexcitement.ApprehensionseemstoexistamongthepeopleoftheSouthernStatesthatbytheaccessionofaRepublicanAdministrationtheirpropertyandtheirpeaceandpersonalsecurityaret
3、obeendangered. Therehasneverbeenanyreasonablecauseforsuchapprehension.Indeed,themostampleevidencetothecontraryhasallthewhileexistedandbeenopentotheirinspection.Itisfoundinnearlyallthepublishedspeechesofhimwhonowaddressesyou.IdobutquotefromoneofthosespeecheswhenIdeclarethat--Ihave
4、nopurpose,directlyorindirectly,tointerferewiththeinstitutionofslaveryintheStateswhereitexists.IbelieveIhavenolawfulrighttodoso,andIhavenoinclinationtodoso.ThosewhonominatedandelectedmedidsowithfullknowledgethatIhadmadethisandmanysimilardeclarationsandhadneverrecantedthem;andmoreth
5、anthis,theyplacedintheplatformformyacceptance,andasalawtothemselvesandtome,theclearandemphaticresolutionwhichInowread:Resolved,ThatthemaintenanceinviolateoftherightsoftheStates,andespeciallytherightofeachStatetoorderandcontrolitsowndomesticinstitutionsaccordingtoitsownjudgmentexcl
6、usively,isessentialtothatbalanceofpoweronwhichtheperfectionandenduranceofourpoliticalfabricdepend;andwedenouncethelawlessinvasionbyarmedforceofthesoilofanyStateorTerritory,nomatterwhatpretext,asamongthegravestofcrimes. Inowreiteratethesesentiments,andindoingsoIonlypressuponthepub
