7、是顺应当今世界发展趋势的客观要求，推进资源节约型、环境友好型社会建设，化解资源环境瓶颈制约，保障能源供应安全，也是我国实现可持续发展的内在要求。一、彬县总体情况（一）彬县概况。1、自然环境与资源。彬县自然资源丰富。全县平均海拔1108米，平均气温9.71°C，年降水量579毫米，无霜180期天，是全国苹果、梨最佳适生区，盛产红富士苹果、酥梨、大枣、核桃等名优水果和干杂果，现有果园35万亩，是陕西省"无公害绿色果品生产基地县"。矿产资源主要有煤炭、陶土、油母页岩、石英砂等10多种。其中彬长煤田煤炭储量68亿吨，是陕西省第二大煤田，其中彬县境内储量32.6亿吨，煤区原
