3、controlthroughtheconditionalitiesimposedbytheInternationalFinancialInstitutions(IFIs).StructuralAdjustmentProgrammes(SAPs)imposeunacceptableconditionsondebtornationsanddrainthemofpreciousresources.Presentdebt-managementproposalssuchasthosedevisedbycreditors—theHeavilyIndebtedPoorCountries(HIPC)Init
4、iative,toincludetheEnhancedHIPC—offertoolittle,toolate,totoofewcountries.Becausethesearedesignedbycreditors,theirpurposeisdebtcollection,notdebtrelief.Bothlendersandborrowersmusttakeresponsibilityforthedebtcrisis.Itisunjustthatcreditorsdominatethedebtreliefprocess.Unlesspresentdebt-managementplansa
5、retransformedintoeffective,equitable,development-orientedanddurabledebtreleaseopportunities,thedevastatingcycleofdebtaccumulationwillrepeatitself,condemningmillionsmorepeopletosuffering.Debtorgovernmentsareobligedtoprioritizedebtrepaymentsoverspendingonhealth,education,sanitation,cleanwaterandother
6、socialneeds.Thisunderminesaccountabilitybydebtorgovernmentstothepeople,whichinturnerodeslocaldemocraticinstitutions.DebtandloannegotiationsarealwaysconductedinsecretbetweenelitesintheNorthandelitesintheSouth,fosteringcorruption.Finally,ifthedebtproblemistoberesolvedinawaythatcontributesinanintegral
7、waytosustainablecommunity,attentionmustbepaidtohowconcurrentchannelsofdevelopmentfinancingcontributetowardsthecreationandexpansionofexternaldebt.Forexample,attentionneedstobegiventohowexistingtradeandinvest
