2、突是一个综合问题,但现阶段主要集中于经济纠纷方面,本文以经济学原理为分析工具，从冲突利益方识别入手,通过对征地和拆迁过程中的利益相关者进行深层剖析，找出矛盾的根本所在，并站在经济学的角度，以“理性经济人”的视角审视矛盾双方各自无法化解的纠纷，得出利益冲突的根源主要集中在产权问题、权利寻租和博弈失衡三大方面的结论。提出了基于博弈论的“纳什均衡”意见，使矛盾双方最终能找到一个利益均衡点。通过分析认为国家应退出拆迁人和被拆迁人的博弈，仅仅作为“游戏规则”的制定者来旁观，并在政府的监督和指导下建立顺畅的沟通渠道，便于拆迁人和被拆迁人在充分掌握对方信息的前提下做出理性选择。在互惠互
