7、式方法 （一）什么是督促检查工作 “督查”一词，顾名思义就是“督促检查”、“督促查办”。督查工作是随着人类社会的发展进步应运而生。督查工作既是一项历史悠久的工作，也是一项全新的工作。所谓悠久，是指督查工作历史上就有；所谓全新，是指中国共产党领导下的督查工作有很多不同，是一项全新的工作。督查工作既是一项单一性的工作，又是一项复合性的工作。所谓单一性，就是抓落实的工作；所谓复合性，就是关系到方方面面，包括对决策的认识和理解、决策的形成过程和领导要求、如何督办和形成制度等。中国古代就对督查工作极为重视，最早的督查在夏商就产生，到了秦汉比较
8、系统，发展到隋唐比较完备，唐代从中央一直到县衙都成立了督查网络系统；清朝的内阁中，设立稽察房，由各部院衙门将每日事件已结、未结情况报内阁稽察房，稽察房按日记档，逐一核对，对分别已结、未结事项，每月底汇齐奏报
