6、理工作，建立健全各项管理制度和考核办法，并及时予以修订，指导监督各基层单位的煤质管理工作，推广煤质管理新技术、新方法，制定适应现场煤炭质量管理措施。处理由煤炭质量方面引发的事故和用户投诉事件，不断提高煤炭质量。一、明确各部门煤质管理职责（一）煤质管理领导小组职责项目责任人责任内容全面煤质管理矿长负责认真贯彻执行上级煤质管理的有关办法规定。建立煤质管理组织机构、人员配置。组织制订各分管领导和各部门煤质管理责任制。分析煤质工作存在的问题，组织制定全矿煤质考核办法。采煤煤质管理生产、机电副矿长负责采煤系统的煤矸分离、煤水分离、井下除杂工具设施的配备和除杂措施的执行，重点是煤流
