1、连云港市节水型社会建设研究摘要摘要随着我国经济的快速发展，水问题一直伴随并困扰着我们。尤其是最近几年，气候的反常，水灾、水旱等问题接连不断。针对这种情形，各地节水型社会建设逐渐被提上日程。对连云港而言，地表水拦蓄能力较差，本地水资源利用率偏低，过境水量很大但很少得到利用，所以大部分用水靠外调江淮水供给，加之连云港地处苏北，近年来经济社会发展方式较为粗放，对节水未形成高度重视，这些现实导致了今天的连云港节水问题较多。本文首先对节水型社会有关基础理论和有关概念进行介绍，其次从水资源现状、水资源供需情况及存在的问题和面临的形势对连云港市水资源基本情况进行
2、了叙述，分析了存在问题的原因，最后针对连云港市实际，立足连云港市节水型社会建设已有经验，从节水目标任务、节水战略、预警举措及体制机制等几个角度给出一些节水型社会建设举措。这对节水型社会理论体系的建立以及连云港市建设节水型社会的实践具有一定的理论指导意义，对各地建设节水型社会也具有一定的参考价值。关键词：公共产品节水型社会水资源体制机制作者：张洪瑞指导老师：乔耀章IAbstractTheResearchofLianYungangCitywater-SavingSocietyConstructionTheResearchofLianYungangC
